Qovas was the leader of the Remorath and their representative among the Confederacy.
Biography
Character's evolution
General Hale is reporting inside an unknown location. She is rebuked by Qovas who appears in the shadows behind her. He reminds her that she is here only because the Confederacy allows it. To be a full member, she must prove herself deserving. She tells him that she has secured what she calls the "final piece". Believing that would be a failure, Qovas eventually gives her a vial of odium she should have to drink before sacrificing her life as a last resort, as this is a custom among the Confederacy. However, he whishes good luck to Hale and ends the conversation with a "Hail Hydra".
After Ruby's death, General Hale return to the Confederacy's meeting room and tells him the location of the Gravitonium; S.H.I.E.L.D. She adds that they will be unwilling to leave the compound but she has no reason to stop him getting it.
