Robert Browning was a S.H.I.E.L.D. agent. When S.H.I.E.L.D. collapsed (Captain America: The Winter Soldier) he went rogue and tried to sell assets to the highest bidder. He has been killed by Carl Creel in 2014 when he tried to sell information about a particular 0-8-4 item.
