The gunman was a member of the Centipede project sent at Union Station to neutralize Mike Peterson who exposed the project. He has been neutralized by Agent Melinda May before his actions.

Character's evolution

Near Union Station, Debbie sends a gunman to neutralize Mike Peterson. When the gunman shoots on Peterson with a pump-action shotgun, Agent Phil Coulson realizes that a third party is present here. Eventually the gunman shoots Peterson on his left arm and the latter falls. When he is about to shoot Skye as well, Agent Melinda May arrives from behind and manages to neutralize the gunman with her bare hands, much to Skye's surprise.
