In 2013, the man was holding a Chitauri neural link retrieved from the Battle of New York on behalf of Vanchat. He secured the device inside a safe located in Paris, France until Vanchat sell it to an unknown party.
Character's evolution
In a restaurant located in Paris, the French man is talking with some guests. Agent Grant Ward asks the man (in French) if he can take his champagne glass from the table. The French man allows him and resume his chat. Ward takes the glass and scans the fingerprints so he can use them to break a fireplace hiding a safe.
